History and Industry Context

When the Fund was introduced, Botswana’s insurance sector was grappling with rapidly escalating road traffic accidents. Industry stakeholders had proposed steep premium increases to cover rising claims, but the Government was concerned that such costs would be prohibitive for the average motorist. In response, the MVA Fund was conceived as a public interest institution to ensure equitable, accessible, and sustainable third-party motor insurance coverage.
