The Ministry of Communications and Innovation (MCI) is responsible for the development, regulation, and promotion of the information, communications, and technology (ICT) sector in Botswana. It plays a pivotal role in driving the digital transformation agenda of the country, fostering innovation, enhancing connectivity, and improving service delivery across public and private sectors.
Services offered:

  • ICT Policy Development: Formulation and implementation of national ICT strategies and policies.

  • Broadcasting & Telecommunications Regulation: Oversight of broadcasting services and telecommunications infrastructure and services.

  • Postal Services Management: Regulation and modernization of postal and courier services.

  • Innovation & Digital Transformation: Supporting innovation ecosystems, startups, and tech development.

  • Digital Inclusion: Ensuring equitable access to ICT and digital services across urban and rural areas.

  • Public Sector Digitization: Coordinating e-Government initiatives to enhance efficiency and transparency in public services.

Key Departments and Agencies under the Ministry:

  1. Botswana Communications Regulatory Authority (BOCRA) – Regulates the communications sector including broadcasting, internet, and telecommunications.

  2. Botswana Post – Provides postal and courier services.

  3. Botswana Fibre Networks (BoFiNet) – Manages national backbone network infrastructure.

  4. Botswana Innovation Hub (BIH) – Supports innovation, entrepreneurship, and research in technology.

  5. Botswana Institute for Technology Research and Innovation (BITRI) – Conducts R&D to drive technology-based solutions for local development.

  6. Department of Broadcasting Services (DBS) – Oversees state broadcasting, including Radio Botswana and Botswana Television (BTV).

  7. Department of Information Services – Manages government communication and public information.
